Changed the way that the result from the webp test is stored to a more reliable one and the way that imports are made to a more correct one, since the last one had a big switch. It didn't improve in performance but I think this the correct way of doing it in a centered file.

Changed the way that images are loaded, now the browser will use webp when supported, saving data for more limited connections

Fixed upload page: recaptcha not implemented, lack of blocking (part one, two, three and publication permissions pages) and keywords and languages not updating properly.

fixed problems in public user page. Paging, some components not updating, crash in tabRede when user not logged in and overlapping in activities
