Fixed carousel background on about page, added option to create collection in guardar modal when collection number = 0 and fixed button like in resource card when not logged in

Changed the way that the result from the webp test is stored to a more reliable one and the way that imports are made to a more correct one, since the last one had a big switch. It didn't improve in performance but I think this the correct way of doing it in a centered file.

Changed the way that images are loaded, now the browser will use webp when supported, saving data for more limited connections

Fixed upload page: recaptcha not implemented, lack of blocking (part one, two, three and publication permissions pages) and keywords and languages not updating properly.
