Fixed upload page: recaptcha not implemented, lack of blocking (part one, two, three and publication permissions pages) and keywords and languages not updating properly.

fixed problems in public user page. Paging, some components not updating, crash in tabRede when user not logged in and overlapping in activities

just commiting one thing that i used in tests and forgot to remove, just in case this version goes live

fixed anchor bug and added a logic to scroll to the top when user enters in some tab  of the help or  about

added a loading screen after login to prevent the user changing pages if not loaded, avoiding status 401 errors

Fixed responsiveness of some items in Editar Perfil page, links to request professor account, professor account form and other minnor things

Fixed resource editing not updating in some cases, inability to publish a resource when editing, contact card options not updating the follow icon and grid in the search page. Reworked the search bar in the header, now the distribution of the elements will be more appropriate for the screen length
