Add Bitstream Tasks

To download streams:
1. Start Redis-Server and Sidekiq Workers, and configure config/sidekiq.yml
2. Run command: rake bitstream:download_streams

Sidekiq Workers must run on main server, or else it might be difficult to copy files over servers.
